Judge temporarily blocks California rule limiting who can install solar batteries

A San Diego Superior Court judge on Thursday temporarily blocked a state rule that would ban solar contractors without electrical licenses from installing solar panels or battery storage.

Judge Loren Freestone granted a preliminary injunction that will prevent the California Contractors State License Board from enforcing the rule, which was supposed to be implemented Oct. 1.

The decision comes after the California Solar and Storage Association and a group of solar advocates and environmentalists filed an injunction motion in July, arguing the rule would limit small businesses’ ability to install solar panels and battery storage, costing workers jobs and slowing down progress on the state’s clean energy transition.

The court filing notes that the motion was not opposed.
