House sets vote on ‘midnight rules,’ water legislation

Lawmakers will take up a contentious bill that would allow an immediate overturn of numerous Biden administration regulations.

The House will vote on several bills this week, including one that would give the incoming GOP-led Congress and Trump administration sweeping power to overturn recent government regulations.

H.R. 115, the “Midnight Rules Relief Act,” from Rep. Andy Biggs (R-Ariz.), would allow lawmakers to use the Congressional Review Act to overturn multiple federal rules in one resolution, if the rules were submitted for review during the last 60 legislative days of a president’s term. Currently, CRA resolutions can only overturn one rule at a time.

If passed, the legislation would allow Congress to rapidly undo President Joe Biden’s recent rulemaking efforts.

Earlier versions of the bill passed the House in November 2016 and again in January 2017. At the time, the effort faced harsh backlash from numerous public advocacy and green groups. Neither bill passed the Senate.
