House Republicans from California and beyond are criticizing Democratic Gov. Gavin Newsom for proposed regulations on oil refineries that critics believe will only increase prices at the pump.

Last month, Newsom called on state lawmakers to authorize the California Energy Commission to require refiners to maintain a minimum reserve to avoid supply shortages. Such a proposal, Newsom believes, would prevent price gouging and spikes.

But California Rep. Vince Fong and 16 of his House GOP colleagues disagree, sending a letter to Newsom arguing the plan would in fact raise prices across several Western states.
