Chemnick detailed the drama surrounding EPA’s climate grants, currently caught up in a storm of litigation, and the Trump administration’s effort to rework the landmark 2009 scientific finding that underpins American climate policy and rulemaking.

“What they could do is repeal the Biden administration rules and then not replace them,” Chemnick said. “The risk that is associated with that is that might leave a blank slate for a new administration to write their own rules.”
