1. CLIMATE: Dingell, Boucher release draft cap-and-trade bill
Two powerful House Democrats unveiled a long-awaited draft global warming bill today that will serve as a key guidepost for next year's Capitol Hill debate on climate, energy and economic policy.
In their 461-page page bill, Energy and Commerce Chairman John Dingell of Michigan and Energy and Air Quality Subcommittee Chairman Rick Boucher of Virginia propose a cap-and-trade system that would cover about 88 percent of U.S. heat-trapping greenhouse gas emissions. It includes restrictions on electric utilities, petroleum producers and importers, large industrial plants, producers and importers of bulk gases, natural gas and local distribution companies and geologic sequestration sites. Whistleblower or flip-flopper? Burnett's been called both
The former U.S. EPA official in the spotlight at a Senate hearing this morning has traveled a long way for someone who is just 31 years old. Jason Burnett has been an economist for a Washington think tank, a Democratic Party donor appointed to a political post in a fiercely partisan Republican administration, the author of mercury regulations tossed out by a federal court for giving too little consideration for human health and a hero to President Bush's foes for twice quitting his EPA post over agency decisions that went against the advice of its scientists.
