1. OIL AND GAS:
Can lawmakers reach a deal on speculation, drilling? Does Wall Street want them to?
Energy policy remains high on the agenda on both sides of Capitol Hill as lawmakers prepare for August recess and an earful from constituents paying high gasoline prices. In the Senate, Democrats want to debate legislation, S. 3268, that would expand Commodity Futures Trading Commission regulation of oil markets and provide more staff for the under-manned agency. In the House, Democratic leaders are planning at least two energy bills before recess: one that would expand CFTC oversight to curb speculation and another that would release 10 percent of the oil in the Strategic Petroleum Reserve.
